Long-legged Buzzard (Buteo rufinus) in my opinion. Dark belly and rufous tinge of all feathers indicate to rufinus. In winter time there are a lot of Eastern Buzzards (B. japonicus and hybrids japonicus x vulpinus) in Almaty vicinity, these birds often have the similar pattern of plumage but without rufous tinge. Also end of summer is too early to eastern guests.

I did think myself Buteo rufinus. I am very familiar with Buteo Buteo, it is the commonest raptor in the part on England,where l live. This bird did seem to be larger than Buteo buteo.
